"One of the reasons some people have advocated lap belts
in school buses is not because of the protective benefit of
lap belts, so much as it's part of a continuing education that
children should always be buckled up in moving vehicles. We
believe that's important, but it is much more important that
they be buckled up in an effective restraint and that means
a lap—shoulder belt. We think we've got to have good protection
and good education and that means lap—shoulder belts in
school buses."
